Dokumentarfilm/documentary Deutschland/Germany 1999, Beta SP, 43 min 30. Im März 1998 wurde von Monika Griefahn, der damaligen niedersächsischen Umweltministerin, der Nationalpark Elbtalaue durch Verordnung ausgewiesen. Nach einem Jahr wurde er durch Gerichtsentscheid in Lüneburg gekippt. Die Begründung des Urteils war im Naturschutzgesetz zu finden: Ein Nationalpark darf nur da errichtet werden, wo wenig menschliche Einflüsse vorhanden sind. Der Film dokumentiert in Gesprächen und Landschaftsaufnahmen ein Jahr in der Elbtalaue mit ihren Konflikten und Widersprüchen. Immer mehr drängt sich, unabhängig von juristischen oder politischen Problemen, die Frage auf: Was ist eigentlich Natur? In March 1998, Monika Griefahn, the acting Minister of the Environment in Lower Saxony, declared by ordinance that the Elbe valley meadowlands should have National Park status. This move was reversed after a year by a court ruling in Lüneburg. The reason for the verdict was to be found in the Nature Conservation Law: a National Park may only be established in places with little human intervention. By way of discussions and landscape shots the film portrays a year in the Elbe valley meadowlands, with all the surrounding conflicts and contradictions. Irrespective of judicial or political problems, the basic question raised by all this is: How do you define nature? |
